Paypal is accepted with some banks here in the Philippines but I don't know exactly are those banks. I highly recommend you the Union Bank. They are the bank that most of Filipino mylotters here uses. Union bank's EON card are the one they using to verify their paypal account and they also get their money from their paypal account by using that card. You just need to apply EON card to the nearest Union bank in your area to be able to get your money from your Paypal account. I also apply my EON card and I will received it next week.
