Is the heavy expenditure on changing the names of cities in India justified ?

Is it okay that the govt. is spending crores and crores of money changing the names of places in India. How does that make a difference in the situations of the country and how does it help on the development of the state and city. I personally find it unjustified and uncalled for. What do you say ?
