Can man exist rational and free in the absence of political institutions?

i supposed to answers this for my philosophy class, regarding john locke.. i know for a fact that if there is government or state in whatsoever...the rights, properties, and liberty of people would not be preserve or protected... and we are naturally free... i just do not know how to incorporate lock's thought on here.. i have read his work, but still i do not get the point... iwant to know your opinion guys...
