my pug wont pee outside!

i adopted a 3 year old pug from a breeding house, very bad and abusing home. well she isnt potty trained, and for some reason she is being very very hard headed. She will only poo outside if i catch her circling and let her out, & she will poo right away. but when i know shes about to pee, by catching her about to squat, i encourage her to go outside, but she holds it when shes out side. she will hold it on our long walks for up to hours! i know she has to pee, but she refuses to go. when we get inside, she will wait 30 mins then release herself on my carpet. im tired of the stink and pee pads dont work! any suggestions?
