getting too old to know............

My aunt has a 25 yr old adopted daughter. She adopted her since birth. My aunt had told me not tell my cousin yet that she is adopted. I don't know when is the best time for my aunt to tell her daughter that she is adopted. They live over a thousand miles apart from each other. But soon, she will be moving to around where her adopted daughter lives. I think my cousin is getting too old to know that she is adopted and plus my aunt is 73 yr old woman now. When is the best time to tell a child that he/she is adopted? Do you think it's too late for her age to know she is adopted? Is my aunt being selfish or maybe she is just scared of loosing her after she told her daugher about it?
