Is Noobing Legal or considered a scam?

I wanted know because some people discard it as a scam but others says it is real. I think it is real because they required w9 before people can get paid. They had show the legal paperwork, etc... I felt confident that it is legal, but some people still think it is a scam. Even though Noobing is based in USA. If you want know more about it, go to my profile check a blog about college student and my logo to check noobing's website. I just want some feedback and listen others.

Noobing is helping other people to promote their websites and get more traffic plus get more revenue from noobing for viewing others websites. People may use revenues for more traffic or take it as a cash.
