Well many may disagree and may find it ridiculous but i think the saddest song would be "Inspector Mills" by America. I was listening to it a few days ago and it was devastating for the guy (...described in the song) to lose touch with someone he just saw in a party without a trace. He even hired Inspector Mills to spy on the girl. He just never had the chance or opportunity to prove himself to the girl.

After reading you post I went on Youtube to check out that song. Lyrics are amazing and yeah it is really sad.

Two,
My first favorite is 'Daddy don't you walk so fast' I think it was a one hit record that I haven't been able to track down... But I remember well because it came out at the right time as Mom and Dad got divorced. Funny that the universe can speak to each person at the time they need to hear a special message.
My second was a song by Grand/Funk Railroad, 'Bad Time' my girlfriend had just decided to break up with me and this tape was in the player and I nearly wore that tape out on playing just that song, I think the tape in that section must be nearly ready to break as it should be worn very thin...
Oh' and a third just blasted into my ear, 'I just want you to know who I am' Everything is made to be broken... And I don't know the artist of that song or even if I have it titled correctly. I was just listening and well there it was those lyrics...

i love country music but i hated that song. if i had been in his family i wouldn't showed him in that condition. he was pitaful looking.

too many to mention!mine is "Just Once" by James Ingram! and "Nothings Gonna change my love for YOU" by Geroge Benson.i could cry and never tired of lestining it.

I don't have listened too many english songs but a sad song which really gets me very emotional is "Every night in my dreams" from the very famous hollywood movie Titanic.

There are probably many, but the first one I thought of was The Forgotten part II by Joe Satriani. It's an instrumental song, but it evokes emotions of loneliness or being forgotten. It's a beautiful song. I'm not sure I can call it a ballad; for some reason I have an opinion that ballads are supposed to be romantic love songs. Nevertheless it's a very deep song emotionally, and takes the listener far away. Perfect song for crying.

There are many depressing songs out there but some of my favorite is just about anything by Korn. Especially Counting On Me. That songs gets me every time. Lonely Day by System of a Down is a beautifully written song but depressing at the same time. My Black Daliah enjoys making depressing music, they are good.
