how do you get links in your profile page?

I've noticed that some people have links and banners in their profile pages. How do you do that? Is it something you have to pay for?

Ok I didn't know how but Now I do a little after reading everyones answer here. Thank you as well. Are you going to try? I mite not sure yet. Your friend onlydia

I already did. It took me a little while to figure it out, but it worked!
