I think you should be honest with her. Tell her how you really feel. You might never know she's just waiting for you. But I warn you you might loose your friendship because of this. Invite her out on a date and tell her about the feelings that you have for her. Sometimes the environment has alot to do on emotions. So if you told her on her veranda or your's she will take it as a friend. Try the date and see if she will come. If she don't accept then she only wants you have a friend. I think you must tell her your real feeling.If she refuse you,don't give up,don't keep away from her,you must still be a best friend with her.When she need help,you will appear in front of her. If you love her,what most is she can be happy every day. My fiance and I also are best friend before we fall in love.I also refuse my fiance first when he chase me.But he never give up me,and also keep touch with me.We are still best friend after I refuse him.He do a lot of things for me.After years,I really find he is very good man,and fall love with him.
