AVI Video Slow Motion Converter?

Does anyone know of a good, easy to use, free converter for changing the frame rate of videos to give a smooth slow motion effect? I know there must be something out there because I have run across the end result many times. Thanks.

Just try total video converter, it's a good software.You can modify many things in a video.
