How do you get referrals?

I was wondering how you guys get referrals for your websites. I have never been good at this. I have blogs but no traffic. I am willing to trade referral for referral as well. Which sites do you suggest or ways do you suggest to find people to trade referrals with?

Blog with no traffic. You can't be serious. What type of promotion are you doing?

I was offline for over a month and in this time my main blog was getting 200+ visitors daily and my other blog was and still is getting over 50 visitors.
Now that I am back, my main blog gets over 400 visitors daily and my other blog I just updated an hour ago, did a little promotion. I should be getting over 150 visitors daily in a few days.
