Duel Sim Card HandSet Advice please..

In india, there is a rule has come that, we should not use the Cellphone which is not having the IME code numbers.. We have lots of people are using the Korean and the China made cellphones, which doesn't have the IME code numbers.. In the mean time, i was planned to buy the Handset which is competable with the Duel sim Cards ie., GSM and CDMA sim cards.. I found that, Samsung only have the handset with this competable of GSM & CDMA technology, the other mobile provider has ofer only the GSM & GSM duel sim card handset only.. Do you have any idea that, any other brand which can give me the Handset which is competable with the GSM + CDMA Technology Sim Cards..
