Playgroups look for the age factor before approval. Another things they look for is how independent the child is in walking. Well, playgroup intake starts at 18 months at some places while at 30 months at other places. So itt depends. My son is now in playgroup and it may take another year to go to nursery.

when my 15 year old was little, we went to a story reading series at our local library, but she was just too active and while we werent asked to leave, we decided that it would be best if we didnt keep going. it just wasnt fair to the other kids there. she was a very busy little girl! now she is not (she is very lazy! lol)
