The reserved names CON, PRN, NUL, COM1 to COM9, LPT1 to LPT9 refer to devices and cannot be used to create accessible folders. DOS itself refuses to allow you to create them but they can be created by using Network Path Syntax. They are still of little practical use, though, because the Operating System will not allow you to access them!
Here is how you can create a folder called CON. You can try it (it won't do any harm!)
1. Goto DOS (that is, Command Prompt)
2. Type MD \\.\C:\CON. The folder will be created. You can see it in Windows Explorer, but you can't access it
3. To delete the folder, type RD \\.\C:\CON

In case you were wondering, CON is the reserved name for Console - meaning what we now call the 'screen' or 'monitor'.
A computer can have only one default CONsole, PRiNter, NULL &c so the operating system will not allow the creation of something else which bears the same name and would be accessed in the same way. If it is accessed from a network, however, theoretically, the console should belong to another node in the network. Since that node may not have a device which can be referred using the name CON, it will no longer be considered as a reserved name. Hence, the folder can be created.
