What Do You Consider Bad Weather?

The forecast for tomorrow is sunny with a few clouds, low 0 degrees F, high 13 degrees F. Would you consider this bad weather? The reason I ask is because my mother seems to think this is "treacherous weather, the snow on the roads will turn to ice" when I find you just got to be a little more careful. What would you consider bad weather?

I guess it will depend on what you are used to. I would have to say that ice on the road sounds treacherous to me, but I have spent the last 25 years down south where we only had ice (and I use the term loosely) once in all that time. On the other hand I have lived in the Black Hills of South Dakota where it started snowing in the fall and didn't stop until almost summer. It didn't take long to learn how to get around when you had to.
