The visa to United Arab Emirates are to be sponsored by someone who is working there as immigrant or citizen/firm/company of UAE. Other wise the travel agents will arrange for tourist visa if you buy air ticket and go to Dubai. Find the job there and then when the job is assured through appointment letter, you can go to neighbouring country for a day or two and come back to Dubai to join. This may be risky. Best is to get VISA from someone who is working in DUBAI. Unlike other countries, VISA will be issued on landing at UAE.
