White hat SEo or black hat SEO?

I heard that some one use black hat SEO tips .So they could push their site ranking in Alexa and Google page rank to higher . Should I use them to make my site have a higher rank ? Because I used some tips called white hat seo but I think it have no effect.

I have always been advised to refrain from using Blackhat SEO tips. They can give you a bad reputation in the industry. Just my opinion, from a very reliable source.
