Paypal has lack of security, limited my account twice

Paypal is indeed a legitimate payment processor, but it has lack of security than Alertpay. I got my account hacked twice by an unknown third party, but its on my records. I have submitted a scanned utility bill on my first limitation and it was successful. A few months later, another third party accessed my account and took away my $3.00. Then, my account was limited again. My alertpay was not been hacked and safe for over a year now, but why Paypal? Any opinions?
