Rear seat belt rule for cars

Our Road Transport Department has just enforce the law on the usage of the rear seat belt starting 1st January.Reason is to ensure the safety of the rear passenger.Somehow there are some loop holes like who is (driver or passenger)to be fined if law is broken.The rear has 3 seat belts,what happen if there is 4 passenger?.Why are some old vehicles allow without seat belts? Is it mandatory to buckle up rear seat belt in your country?What are the law governing it?.

Here in the US, it is mandatory for all passengers to be buckled up. If you are pulled over and there is a fine, the fine is against the driver. The driver is ultimately responsible for everyone in their car. If there are only three seat belts in the rear, there should not be 4 passengers in the rear.

I consider myself fortunate not caught without fastening the rear seat belt on my trip to US decade years back.I wasn't aware it's a requirement?Or they are a bit lenient on foreigners?.I think my country is starting this late?.

Hi Joe, In our country UK we had that law for many year for our safty, you are not allowed to have more than two back passengers in the car so there are only two seat belts at the back, it you are caught it will be the drivers fault. Hugs, Tamara
