although i like jay, to me he's not the best rapper. he only became to be considered as one of the best because Biggie and Pac was killed. when they were alive Jay wasn't 1 then. what do u think?

Depends on what you mean by number 1. People always say his lyrics aren't the greatest ever, but who can say that? All I can ask for in a lyricist is a unique style, ability to speak and stay on topic, and authenticity. He brings all that to the table.
You say that he only became the star he is because of the deaths of Biggie and Pac. In some ways, I disagree with that. Sure, the timing worked in his favor in the beginning, but he has outlasted just about every rap star in the last 14 years of his career. Where is DMX, Method Man, Nas, now? That isn't because he is lucky, it's his own skill that allowed him to last this long.
Everybody argues about who deserves to be on top, but no one talks about how to measure the qualifications for it. Jay has the skills, classic songs/albums, longevity, and historical moments (memorable battles, record-breaking musical accomplishments, business moves, etc.).
He has earned his spot, and I think his fans should appreciate the work he has put into the business. He isn't taking anything away from the young artists in hip-hop (ask Lil Wayne and Drake). It's their job to bring something new to the art and demand people's attention without being gimmicks.
So, with all that being said, I don't know if there really is a "number one" in music, period. It is an art form, and everyone contributes something to it. Based on the historical moments that he has brought to hip-hop, I think Jay-Z does deserve his place on top.

I think he was sure one of the best rappers. He has flow, but he can't touch 2pac or BIG. Jay's time is over. Come on, how old is that guy? I think he should stick to the buissness but stop rapping. That's what I think about it.
