Most probably you do not have codecs for that video file but another thing that may also have happened is that the video may be copy protected and requires a license to play. So it connects to the internet to download the license. If it cannot download the license or if you do not provide with proper license details, file will not be played. If you are playing that in Windows Media Player and you do no have codecs(which seldom happens, but there are chances), it tries to connect to internet and if it cannot, displays the message "Error downloading codecs" on the black bar below.

Yes; if it is trying to download parent rights, that is what the problem is. The file has to download something from the internet in order to play. You can't play it unless what it needs is provided. Even the formats have various versions. WMV too has some versions. Like for example, if you play a latest WMV in Windows Media Player 9, it may not be played properly.

Hi kishorebabu4u, The most popular reason for this is you do not have codec to play the video. You may try downloading the free codec called k-lite codec which can play almost all (if not all) video types ever created. Make sure you select 'lots of stuff' during installation. Link for k-lite codec: http://www.codecguide.com/ If it is still not working, you may want to try download 'media coder' and try to play inside there. regards, aerobrain

Maybe the file is corrupt and the player can't play if file is corrupt, you can try Media Player Classic to play the file or other player you have.

In media player in option, deselect "download codecs automatically". If these doesn't help then disconnect internet and then try to play the file, this because your file might copyrighted. If you don't get output then try to convert that file in any other video format like avi. Try and tell me it worked or not!!
