Before you buy him a pet I would make sure that he has a life time to devote to this bird. Parrots live a very long time and require alot of special care. Even the smaller birds when taken care of properly can live up to 20 plus years a parrot that I know is over 50 years old and has been passed down 2 generations. I would not reccomend a parrot as a pet unless your willing to make sure its taken care of long after your gone. Not to mention Parrots are not really good pets they have a mind of there own and wont do what you want them to do to save your life. I would recommend a smaller bird perhaps to start with and if that goes good and this young man wants to move up to something more complicated then get him a parrot, but usually people realize how much work a little bird is and dont want to mess with a big bird. I would just educate my self as much as possible on what it requires to to be a birds owner or should I say a birds pet.

PS. A bird that already talks where I live can go for over 400 dollars. Not sure if thats something that you want to spend for a pet.

I think they are not too expensive, but i hope you know that they smell really strong. my grandma has 2 birds and they stink and sing all day long. it's annoying. buy some fishes instead :D
