Parents killing their children has to stop, but how?

There have been so many stories about parents killing their children that it has to make you think, what kind of people are they in the first place. should they have been allowed to have kids? I think that the prison system should have a place for these people. They should all be locked up under one roof and made to live on bread and water. It sounds cruel, but then what they did was the cruelest of all criminal offenses. What do you think?
