I cant upload any pictures can you help?

I tried to upload a picture and it says i reached maximum limit and i have not even uploaded a picture before. This is my first time can you help me?

maybe you could smaller the size of your picture...by paint or photoshop or some programs like that.. because i think some of the website don't want to have a big file..so it limited..some of web could adjust the pic by theme selves..but some not.. where did you upload it?for my lot?
