general topics which everyone can answer will get most responses.
The discussion should also be interesting and will make the reader respond to it.
In my profile there is a discussion which has got over 495 responses.
So its possible to get that much responses.

You can get the most posts by posting controversial topics. But it may really kill your rating too. When it comes to controversial topics every one wants to have a say, and present there different opinions so it is the most risky and also the most effective way to get responses.

Hmm topics that are more generalised and relatable to almost everyone. Maybe a topic on current everyday stuff. Also easy discussion questions get more responses. But you don't want to limit yourself.
