It would really depend on what your computer specifications. You have to consider your processor, the memory, the speed of your hard drive, and may include your entire platform. But it could also depend on how you use your PC like do you use a lot of applications at the same time? Windows XP is probably the best and fastest windows-based OS that is available today. There had been quite a number of updates to streamline how XP handles applications. But if you'd like to consider other OS, you could try Linux.

Watch out for windows 7. beta has been given to cnet.com and they already given their review. better than xp faster than vista. looks the same as vista but does not take all the resources that vista take from your pc.

i feel windows XP is working best in my computer but it depends on the RAM also.
If we use windows 98 or 2000 on 4 GB ram it will be at the speed of light because they were made to work on 64 MB ram.

what kind of fast? a OS which boots fast or a OS which you can install things with quickly?
in my opinion all the Linux OS's are pretty fast, but the installation is bad. you really have to know something about computers if you choose a linux OS. i have one on my laptop and for me it's not the right choice, but a buddy of mine uses it for everything... okay he's kind of a nerd :P
xp is a pretty fast OS, i'd take that one.

Also, except of the amount of the RAM memory you will also need a fast processor plus a cooler to reduce the tempreture of the computer especially if you intend to have your computer turned on several hours a day.
In a few words, improving the speed of a computer is a combination of things and not a couple of them.

First of all, you should tell us what kind of hardware platform do you have, because not all the operative systems can be ran on any kind of hardware.
Anyway, although almost anyone here seems thinks that only microzoft produces operative systems, if your hardware is an intel x86 based, i suggest you to try linux. First of all take a look of it, then you can find the faster distro.
BDS based OS are also fast, and safe, but maybe a bit more complex, if you're unfamiliar with the unix systems.
