Why do student do bad in school?

Why do student do bad in school? I saw lot of kids failing school year by year. I remmbre when I was in 2nd grade the major of new york pass a law that is you don't pass the test you don't pass the year, for all 3rd graders. So half of the students of New York gotin letfback. What's your opinoin about these law if you didn't pass the test will get leftback?
