Brand or Generic, which is best?

I would like to know which is the best, brand medications or generics? A pharmacist told my mother that generic medications are not the same as brand because they have fillers. My mother took a generic and broke out, but when she went back to her brand blood pressure meds she was fine. So what is the deal? If generics have fillers why is this one pushed just because they are the least inexpensive?
