Should you link from your website to other websites?

Let's say you run a business. Should you link out to other websites like this SEO blog recommends? http://www.scotlandseoblog.co.uk/2009/01/10/why-you-should-link-out-to-other-sites I think you should link out to other sites even if you have a business site. What do you think?

yeah..it's up to you if you want to publiclys show your website..i myself is very proud if someone browsing my website...i feel so good about it..when people see my biography, watch my video, read my forums and participate with my forums..my services also are just there present..so they could see it and make some inquiry of it...
