i have won a bid on ebay and i made the payment right after winning the bid.this was the first time i have done some transaction on ebay. so, i don't know the things goes on there. i won the bid n made the payment on 4 th jan . after that i have asked like 4 questions to the seller .. but the seller isn't replying any of my msg.
is this normal ?
and how much time i have wait before askin ebay for help ??

well if you have repeatedly asked the seller a question and they are not responding, I would suggest giving it a week, from the time you asked the question and then contact ebay to help resolve the issue. Especially since you made your payment.
Another option is if you paid via paypal contact paypal they are quicker to help you out than ebay is when it comes to complaints, but definitely bring this ebay's attention.
If it is something as simple as not responding to a question I would say wait 5 to 7 days since perhaps the person is on vacation or has some kind of family emergency sometimes things can come up.
If however you still do not get responses after that, and you gave say 2 weeks for your item to arrive most definitely start complaint against the buyer with ebay.

You asked the other person who posted what should you say on ebay, the truth.
It is best to stick with the truth.
You made a purchse on [insert date] you made payment on [insert date] you contacted buyer on [insert each of the dates you contacted buyer] and have yet to recieve a response.
The reason I had said to give it a few days is somethings things do go wrong.
Example, my internet went down and by time the cable company fixed it five days had passed. Fortunately the buyer knew me, and so they understood that something was off for me not to have responded and didn't file a complaint to soon, and I also went to the library knowing I had an auction ending, and wanted to resolve it, to let them know that I got their information my computer was down but I would be in touch in a few days.
So the seller unless there was some medical emergency keeping them from sending a messge should respond to you within at least a week of your first message.

If you don't hear anything from anyone by the 15th, I would suggest filing a dispute with both ebay and paypal, since you paid with paypal, you should see your funds returned to you.
Simply put in a note that you have paid the money to the seller contacted them several times and received no response, so now the seller has your money and you have no product.
That is what I did. when I filed my dispute with ebay I didn't really get a response back but paypal resolved it within a couple of days I had the money back in my paypal account, in fact I didn't even realize that I had the money back in my paypal account as a refund at first I just noticed that my account balance was higher, so then I looked at the statement and saw where the money had been refunded.

i went to ebay help and told them about my problem . they told me to call the seller and do some coversation but i don't like this idea. they also said that they have sent a msg to seller about . lets see now ...
btw, how much days more i shall wait before opening a dispute against the seller.

and where shall i go to open a dispute , paypal or ebay ? which one will be effective ?

I have the same problem going on right now. I won an auction and paid for it from my cell phone
which did an e-check. I do not like them as they take too long to clear but that was all I could
do at that time on the phone. I waited for over a week and contacted the seller. She said all
items had mailed out. Well, others left feedback but I never received mine. I contacted her again
with no answer. I check the listing for feedback and she is not longer a registered user. She had
a high feedback so I didn't understand it. I went to PayPal to file a dispute. The question you leave
on the site about your item is sent to the seller. She said she would have to check the tracking info.
and then get back to me, sorry for the delay, have a nice day, blah, blah, blah. Have not heard from
her again. I am headed to the P.P. site now to elevate the dispute. This will be the 3rd time I have
had to do this for an item that was either not right, broken or not sent. It is a hassle, but P.P.
takes care of it and will refund your money. Good luck.
