Why is there a sudden interest in wearing a seatbelt in Cebu?

I was talking to my father inlaw the other day and a relative has been fined for not wearing a seatbelt in his car. I found it a bit odd because surely when you have people in the back of a pickup for example that would be more illegal or is that legal?

My state too has recently started being strict about this seatbelt and helmet thing. The helmet for 2-wheelers is ok and understandable, but seatbelt isnt.
We think people (...) are trying to follow the rules of western countries.
When you're going at 70 miles an hour or 100 kmph, yes, seatbelt is needed. But in places where 60kmph is the speed limit, or 35 kmph within city is a limit, this doesnt make much sense.

The problem i find is for example the multicab is generally cut into sections to be imported. If its in a crash all its body strength is already missing and it will fold like a tin can. Surely that is more dangerous than not wearing a seatbelt? Im not sure why its suddenly being pushed on people as generally like you say most people are driving slowly. The motorcycles i think is being done more to try and catch the robbers that use the motorbikes frequently. Aswell as the fact that there is many unlicensed drivers and unregistered vehicles from the Provinces. All comes down to extra tax revenue for the government in fines and people being forced to register vehicles.

The idea of using a seatbelt is not in case of accidents or such. In fact, like i mentioned, this is actually followed (and should be followed only) in western countries or such, where cars go at 120-200kmph, and not for cars that go at 35 kmph. When break is suddenly applied to a car thats going at like 150kmph, this is a safety precaution that stops you from getting hurt or thrown off your seat.
This isnt something for a vehicle going at 50 kmph. It has no logical reasoning for something like thsi to be checked with a city.
But its a good source for money for the state.
