IP masquerading / changing / anonymous browsing in Wide area network

how can one change a fixed IP address of pc A in LAN to pc B's ip,
cuurently the administrator had disable PC A access to internet, whereas Pc B does have the privilige.

If a particular PC on a network does not have internet access, it's probably being filtered at a MAC address level, which is a unique address for the network adaptor. The same device that is performing the filtering is most likely handing out the IP addresses. So, unless you have physical access to that device to change the settings on it, there's probably nothing you can do...
