Conflict between India and Pakistan on Mumbai attack

I want to hear from all of you who is responsible for this devasting things happening throughout the world.Bomb blasts,hijacking,etc is becoming common so i need to know whi is responsible.India says Pakistan is responsible,Pakistan says we don't know anything and U.S says something else but the the terror is felt by common people not ministers if in this attack ministers would have died then these politicians should have taken a aggreasive step put presently they are not doing it.
