Is it better to invest money in buying referrals or upgrading account on PTCs?

So, what gives the best value for our money? Investing it for buying referrals, or investing it to upgrade your account on PTC sites, or PTS or PTR and all that?
According to your experience, which method has yielded better revenues.
And which sites have you invested in, did you earn more than you invested?
Can these sites be trusted for investment in future?

Okay what I do is work the site for awhile and make sure they pay me. That way I know it is legit. Then once I know that the site is for real I try to recurit people under me. That way I am making no investment but time. If I get some people that want to make money than they are helping me and thus I am also helping them. To me it is a win win situation.
