Old dog

Back in September, we had a stray come into the yard. He is a black very old pomeranian/? and seems to be going blind. We put up flyers and checked with the locals to see if anyone was missing him. We waited with no luck as to an owner.
We decided to take him in and he is a family pet now. We are not exactly sure what is wrong with him and are saving money to take him to the vet. He has what seems like seizures to us but, we are not sure. We just keep him calm and he seems to get over them. He only tends to get them when he gets over excited so, my question is this:
Are they seizures or anxiety attacks? And, can an animal have anxiety attacks?

i think the dog was abandoned and was abused before.
that's why its like that.

We kinda figured he was abused but, we were not sure about the seizures/anxiety attacks. When he first showed up here, we noticed that he was missing a lot of his teeth. When he sneezes, he bounces his face off the floor and we thought that might have something to do with his teeth also.
