Has anyone heard of verifying the Pay Pal account through a free debit card called Payoneer and do you know anything about its authenticity?

Payoneer is a valid company. They offer pre-paid cards that are branded with either Visa or MasterCard. Several direct marketing groups use Payoneer cards to pay out commissions to their affiliates. They are reputable, but they do have quite a few fees charged for various transactions.
I am not certain, but they should work to verify your PayPal account. There may be a problem in that PayPal wants the verification account to be able to cover any charges that might be more than your PayPal balance, and with a pre-paid card filling that role, it may not work.

Thanks for the helpful information throgrym. I was concerned about how it would work in verifying my Pay Pal account. I think that I might forgo getting that card right now.
I am concerned about hidden fees and the like and I don't want any surprises. I worked too hard to get the money from myLot in the first place. I think that I am going to wait until I can get some kind of valid bank account when I can.

Don't get me wrong, they are very upfront with their fees - there are no surprises. I just think the fees are too high.
$2.00 loading fee (to put money on the card)
$3.00 monthly account fee
$1.35 US/$2.15 non-US ATM withdrawal fee.
There is also an account activation fee...
That just seems to be too much money being siphoned away in fees. While it is a valid option for a lot of people, it is just not right for me. I think that you are wise to pass on it.
Glad to be of assistance!

yes.. i have a payoneer card.
i got that card from reviewme.com website.
but i hadn't made any use of it still. i just finished activation.
instead of getting our payment in paypal.com, the amount will be transferred directly to the payoneer card. we can use the payoneer card just like a ATM card in "Listed" Atm centres and we can withdraw the payments.
here i had attached an image of my payoneer card.
