Is this a scam?

Hey, I have joined this site called ninerniner.com which promises $.1 to $.5 per 300 word article. And my account got credited the moment I finish one article. I must admit that there was an error in calculation because I accidentally submit an article 2 time, because the first time the article will be published but my browser won't show any changes. SO 3 days after I requested payment($25 was the minimum payout limit), I found some money, 7$ from my account gone, and I didn't get the money too. Maybe they deducted it because they felt I was cheating, or that site is a big scam. But the funny thing is, I came to know about it in a blog among other legitimate sites such as associated content and Helium. The author said she got $42 the first time and all. She placed this one with sites like informative post, AC, Helium, getafreelancer,Elancer e.t.c And these are sites that really pay! Help me!
