the BEST way to control population growth

Im from Philippines and I believe that the major problem that our government is facing nowadays is on how to control the rapid growth of population.
Even on TV ads there are promotion that encourage parents to atleast plan for their childrens future by planning how many child they can support so that they can have a good future.
I felt pity everytime that I saw children on the street begging for money to buy food. Because their parents cannot give them what they should have. How can they? When they have a dozen of children with them?
What do you think is the BEST way to control population?

Seems to be practically a forbidden subject in the US, nobody talks about it at all. I think the best way to control population is to educate people.

Also subsidies of some sort...
In this country, they subsidize people who have children. maybe there should be some sort of reward for people who limit the number of children they have.

That's pretty interesting to hear that they actually have commercials on the television explaining common sense to people as to why they should not have too many children. I think China is the worst. I think they have actually limited people to one child now.
I wonder what happens if someone gets pregnant over there and they already have one child. How do they prevent that as a governement?

This has to start with the couples themselves. We had to go away with the traditional belief that having more children means more blessings from God. Parents shouldn't also look at their children like some sort of an investment. Discipline is all we need and proper education.
