Well, you should have a credit card if your debit card was rejected. Have you written to Paypal telling them your problem? Who knows paypal gives you a wayout.

You don't actually need a card to verify your paypal account in actual fact all you really need is your bank account number and sort code. The idea of adding a card is to lift the limits concerning how much you can withdraw or deposit at any one time.
I remember when I tried to get my paypal sorted and it took forever with a few failed attempts along the way.
The first time I tried to link my bank account with paypal it said the account wouldn't allow direct debit therefore my account was no good. So I cancelled this and later tried to add another account which it accepted. After completing this it asked me for my address and phone number to confirm my address. They rang me and asked me to enter a four digit pin number into the phone which they gave me on screen. However the buttons on my phone were sticking causing me to enter the incorrect number.
Following this error I waited three weeks for a pin number to be sent to me snail mail which would I would have to enter on the paypal website. I completed this but my account still failed to read verified. So I got in touch with them and they suggested I add a card to lift my limits. So I added a debit card. They charged me a small fee then reimbursed me once i'd linked card. That was fairly straight forward but it still read unverified.
I'd completed everything and still my account was reading unverified I didn't really know what to do. However just by chance I noticed as i'd opened a premier account instead of a personal one I needed to add in additional information such as company etc which dowsn't really apply that much but I tried to make it as truthful as I could in terms of how much I thought I would earn a month if I sold things online. As soon as I completed this step my account read verified....so wonder if all the trouble and hassle I went through really needed to be done afteral.
