My brother would like to buy a cellphone on our local ebay, but is afraid that the item might not be delivered to him and get scammed. So he has an idea to tell the seller to ship the item first before he will pay.

Its ok to buy stuff off of ebay.First you gotta check the sellers stats, if hes new and is low of points never buy from them unless its higher. Some people rip you off and you might get something broken, and there wont be a refund which I hate but it hasnt happened to me before. You cant ask a seller to ship before pay either because some people might now even pay and the seller shipped it off and then you get the item and seller gets nothing. It depends on what you buy stuff with, use paypay it has a insurance like policy where you get your money back and everything. Most items shipped from sellers have a shipping fee so sometimes you will have to pay that yourself.

I've bought numerous things from eBay & never had an unsolvable problem. I don't care what the item is or how cheap it is, I ONLY buy from a rated seller of 95% & above. I recently bought 2 items from one seller. When I received them, they were the wrong items. I contacted the seller & he resent. Once again I received the wrong items. So I contacted again & he apologized & refunded my money. He also told me to keep the items that were shipped. I believe if you're careful, you will have a good experience with eBay. I understand eBay will mediate for you for a fee of $25.00. My brother buys from eBay a lot & is always happy!!!

It doesn't work that way. You have to pay for the item before it's ever shipped out. If something is wrong with it when you receive it you can then lodge a complaint with Ebay & they can take care of the situation.

That is crazy. They are not going to do that then the owner feels like they are scammed. I think it is completely safe to buy on ebay if you get a seller that has been on their a while and has good ratings.

Yes i really disagree about my brothers idea. But there are also sellers that have no ratings at all because its their first time and theyre offering such a good item.

Don't be tempted - if they have no ratings and they come on eBay expecting to sell high-end items, then I would certainly not buy - I would watch their auctions and wait for their feedback to build up. Use common sense, if it's too cheap and they have not sold before, don't buy... There are tell-tale signs of scammers, get lots of advice on the things to look out for. Where there is a lot of positive feedback, check that the feedback related to similar products, for example a friend of mine saw a scam for someone selling a car far too cheaply - when I looked at their feedback, it was something like 200 transactions for china ornaments and no activity for 6 months. Obviously this account had been hi-jacked by a scammer who was hoping to catch a 'bite' from an unsuspecting car buyer... this car-buyer would then be required to pay a small amount by cheque or bankers draft to sort out some small logistical problem - the car never materialises, the cheque is cashed and eBay have no comeback because they paid outside of paypal... These scams all have their telltale signs - if your seller has plenty of feedback and has sold lots of this type of product before, then it is probably fine. If it is someone selling a second-hand item, then as long as they have at least about 10 positive feedbacks as a SELLER, and they have not sold things for very small amounts, then they are likely to be legitmate - I would also be wary if they have not been active for three or four months.

I think it is safe because many will but from ebay and it is completly safe to buy from ebay. I think if is possible to ship the item before paying to it, if it is possible then it is great and you must be lucky.

Sounds to me like he's trying to scam the seller, hah. If you don't believe the person is going to follow through with the purchase, check their rating. If it sucks or isn't that great, find someone else to do business with.

Good luck with that!! Would you ship an item in the hope that it will be paid for?? No - check the responses that this seller has received in the past - if they have no trading history then don't trust them. the most trustworthy sellers are those that have near 100% positive feedback for items sold similar to the item you are buying. Treat with caution, and take steps to make sure you are well-covered. Pay with Paypal and eBay/Paypal offer cover for many purchases, if it doesn't work out, they might be able to sort it out for you. Above all, carefully read the description before you purchase anything and check out the delivery charges. As ever, if it looks too good to be true, ie. 99cents for a brand new phone, then it probably is...

i've bought cell phones on ebay before. i ALWAYS use paypal and ship to a confirmed address. that way if anything goes wrong, paypal will get my money back. no seller is going to ship the item before he gets his money. unless he ships it COD, which is unlikely.
