How can i start a relationship?

Am a guy, and there is this my neigbour, she is single and good looking, I like her, and I think she likes me too, because sometimes she give me gifts, and I sometimes give her too. I like her. But we never spoke to each other about starting a relationship. And I want to have a relationship with her what do I do?

Well valentine's day is coming and you need to prepare her a small surprise, try inviting her to dinner. Take her somewhere romantic and then express your feelings to her, she will sure appreciate it. Try placing a rose on her door step everyday, with a romantic verses, when valentine's day is near, invite her. Good luck and please tell me what was her response :)

Well you have to be careful about this, cause sometimes girls give out mix signals. She might think of you as a friend only, and if you do start asking her about starting a relationship...this could either be good or it could ruin your friendship.
But as they say...no guts, no glory. Go ahead and try to ask her out. If your friendship's foundation is strong enough, then it won't be affected by this.
