How to rate someone

I'm new here and I'm just curious, when do you give someone a negative rating? There are a few comments that I would like to give a negative to just because I completely disagree with their comment. However, I didn't know if this was actually appropriate. So tell me, when does everyone think it's okay to give a negative rating?

I so far have never given a negative response even when I disagreed. I think a negative response is only for off topic or for totally usless statements. nes that are not a real response.

ok i will submit my remarks here as any work related with internet may contain both skam/fraud site and also genuine one.The user has to check for them ,then only any user can give his /her remarks.

Everyone has their own opinions of what it appropriate or not.
The only time I rate negatively, is when someone rsponds to my discussions and their answers have nothing to do with the subject I'm talking about, or if they are being rude or hateful towards me, or if they are starting "drama" upon my disscusion with another member

I do gave negative ratings at times if I feel I needed to; if I find the discussion is not good and quite vulgar or something that depicts loose in values. I guess it's ok to rate some discussions w/ that; afterall what are ratings for?
