Lottery and schools...

I've been watching the news and seeing how bad schools are doing as far as the economy is concerned, when the lottery started here in florida, they said that a certain amount was going to the schools, so if the lottery is doing so good why are the schools doing so bad. i know everything is doing bad now a days, but does anybody out there think like me as far as the schooling system goes, that they should get priority.
