For 20 words, you'll get paid for $.50 cents for every product reviewed. You need not to be a good writer. Just say something about the product and that's it. You can write reviews as many as you can and you can also earn by your links. So when visitors click your link and write a review with the product, $.50 will automatically goes to your account.
I've tried it and earning money is really easy. The more reviews you write in a day the higher the money you'll get. $50 is the minimum cash out.

Can you ask your friend to send a pic of his payment from the affiliate program of Product Review? I am a member already but they're not responding. It was written on the FAQ section that they pay affiliates once a month, but didn't exactly say what day.
I have read from other forums and blogs that Product Review Affiliate Program is a scam. I do hope your friend can give a light on this since I'm starting to think the same. If you have seen their affiliate site, a lot is missing, considering that they've been around for more than a year, they should've done some improvements on their site.

Have you checked the affiliate programs of the site? They offer this for any country and you won't receive points but earnings in cash. It's different from what you're saying.

It's only for Australians.
Member Rewards Program is only available to Australian residents and the rewards will only mailed within Australia.

The affiliate program can be joined by people from different countries. My friend got paid and he's a Singaporean.
