Laredo, Texas.
Wow, this place is considered one of the "safest" place in the United States to drive due to how few accidents are recorded by Auto Insurance companies. BUT, and this is a big 'but', statistically half the drivers on the road are uninsured, and on top of that, they're are from Mexico. Laredo is a border town by the US-Mexico border in South Texas. Its the 2nd largest land port in the United States with 3 bridges connecting the United States to Mexico, 2 of which are for vehicles to cross.
Now the bad thing is the drivers from Mexico are used to driving in Mexico where the laws and rules of the road are vastly different. So when you're driving and find more than one driver taking turns when they're not supposed or going down the wrong lane in the wrong direction, its very frustrating and very dangerous. Add this to the fact that many of them are uninsured so if you get into an accident with them you've no real legal recourse against them.
So because of all this, many of the drivers will simply drive off after a collision or accident. Or will tell you off and chase you down for cutting them off. Many will be using cellphones while driving very fast or have their sound systems blasting making it nigh impossible to hear the other passengers in your own vehicle.
Its a very bad place to have to travel around.

Very little has changed as its been going on for the past few decades. Unless the bridges are shut down or require out of country drivers to get licenses, then little will change. Also note that we have alot of Eighteen Wheelers/Semi Trucks travelling through the city and the drivers are especially dangerous for not following the rules of the road. Its bad to even WALK on the sidewalks these days.
