Policd Brutality?

A driver was pulled over in snow restricted roads. The officer followed the car approximately one mile while the driver had slowed and was displaying signal lights, indicating his intention to pull over at a safe place. He was "pit maneuvered", arrested, charged, and taken to jail where he spent two days. All of this was witnessed by his three young children who were occupants in his car. His charges were dropped. Who do you think was right -- the officer or driver? I say, "The officer used bad judgement".
