Backlinks...how do they work?

I've started up a blog, www.sarawillhelp.blogspot.com, and I've read around google that backlinks can help drive traffic to your website. Yes, i have used google to find out what they are, but i'm still not that sure. Can someone explain how i can backlink to other website, and what websites are best to backlink to? That would help. Thanks!
