Promotion of BLOG/ Website - ALWAYS Confused

I need to devise a strategy for continuing promotions for my Website/Blog. I, somehow, make a plan and stick to it. But at times I look clueless.
How do you plan it? Do you follow a routine, or you do it at random?
What are the websites that you have found the most effective?
Can you suggest marketing agency who can help to chalk out an effective promotion strategy?
You can also suggest a concrete tutorial/ eBook, which you have found useful.

There are a number of strategies you can use, getting back links to your blog and narrowing you keyword niche so that your blog becomes search engine friendly is where you should be focusing - there are some great free tools you can use in this regard.
Building back links takes time.
There are however some free short cuts that I have found to be very effective. There is a little program called qassia which accepts short articles and provides back links to your site. Link Referral is another place that provides good back links.
I also suggest that you take the time to write several articles and submit them to a place like Ezine Articles. They allow you to put a signature line that creates a link back to your site. Website owners looking for fresh content will pick your article up and post it on their site, providing a link back to your blog.
Lastly I suggest that you visit blogs of a similar theme and post comments on their blog posts, of course leaving your blog address in the post.
