Why is international study so expensive?

I am wanting to study in Australia but when I looked at costs I just couldn't believe my eyes! Let me give you an example, I was looking at a 2 Year Diploma in Remedial Massage. In Australia, for me this would cost approximately $24000, thats around £11,000. Okay to study a BTEC diploma in sports and remedial massage in my country (England) it costs around £3000. Its a shorter course but the BTEC gives the highest possible qualification for this in the UK without going to university. How can there possibly be a difference of £8/9 thousand pounds?! I understand international fees are more but I just find that ridiculous, how is anyone expected to be able to afford that? At least the above is what i've been lead to believe from my research and talking to education providers. I'd be really interested to hear other peoples thoughts on this.
