payout means that now you can cashout your money from the money making site for eg when you earn 10$ in mylot it means that you have reached your minimum cashout and now you can transfer your cash back to your paypal acount.it just means that now you can transfer your hard earned cash to your paypal or alertpay account.referrals means the people whom you give your referral link those people join under you and you get some percent of their earnings in your account if they join under you referrals are very important to increase your earnings
